The system proposes an outcome with its reasoning and confidence. A person always signs. Low-confidence items route to senior reviewers automatically.
03Policy encoded and versioned
Eligibility rules live in a reviewable policy layer with effective dates, so a rule change is a deliberate, dated event — and past decisions stay explainable under the policy that was live.
04Audit trail as a first-class feature
Every view, override, and comment is recorded. An audit request that used to take a week of email archaeology is now an export.
